Gardiner Community Center Board
Minutes: October 16, 2019
Call to Order
The meeting was called to order by President Carol Hansen Hills at 10:03AM. Also present: Vice President Fran Reynolds, Treasurer Trish Warner, Secretary Herb Cook, director Mark Nebel, PR Committee Chair Gordon Anderson. Absent: director Barbara Reavis, caretaker Andrew Watson (medical leave).
Public Comment / Recognition of Guests
Guests: Carleton Posey, Gardiner resident & former GCC director.
Mike and Bev Steffen, president and treasurer, respectively, of the Rhody O’s square dance club.
The Steffens raised questions about electric consumption, thermostat settings and temperature controls. Jefferson County may need to reset the temperature control program. Fran Reynolds asked whether, if the square dance groups cannot afford to pay additional rent, they might contribute volunteer labor to help maintain the GCC building and grounds.
Approval of Minutes
Minutes of the previous Board meeting on September 18, 2019, were approved as submitted. (Thanks to Fran for filling in as Secretary Pro Tem in Herb’s absence.)
Communications
Fran reported that Wild Birds Unlimited requested use of the GCC Readerboard to promote a wild bird rescue fundraiser. MSA (Trish/Mark): To authorize Wild Birds Unlimited to use the Readerboard without charge.
Facility Reports
• Maintenance: Wheelchair ramps have been painted. Andrew refinished the bench outside the front door. Andrew’s medical leave following surgery may extend to late October or early November.
• Rental & Scheduling: Fran Reynolds presented the 3rd Quarter Usage Report. Rental income for the quarter and the first nine months of 2019 decreased from 2018, due to fewer rentals and fewer high-income rentals. First quarter income was particularly impacted by bad February weather.
Fran reminded the Board that rental rates were effectively increased an average of $10 per rental in 2019 by decreasing renter categories from three to two (Gardiner and non-Gardiner). Herb agreed to investigate how GCC’s rates compare with community centers in Port Townsend (operated by Jefferson County Parks & Recreation), and in Chimacum and Quilcene (operated by OlyCAP). Board members authorized Fran to maintain current rates for 2020, unless Herb develops contrary information. (Secretary’s note: Herb subsequently found that rates in Port Townsend and Chimacum are roughly comparable to GCC’s current rates. Quilcene’s rates are lower in a smaller building. Fran and Herb agreed that GCC should maintain 2019 rates in 2020.)
• Landscape: Trish Warner said volunteers are welcome for grounds maintenance work on Mondays at 10:00AM (weather permitting).
Treasurer’s Report: Trish Warner
September receipts $1,425, expenditures $1,708. JAN-SEP receipts $13,743, expenditures $15,414, operating deficit for nine months ($1,670). Cash balance at SEP 30 $15,623. MSA (Fran/Herb): To approve the September and Third Quarter Treasurer’s Reports.
Public Relations Committee: Gordon Anderson
Fran reminded Board members that questionnaires about vendor interest in a Spring 2020 “Meet-n-Greet” event are due by November 12.
Old Business
- Holiday Potluck: Fran asked the Board to solicit volunteers. Names mentioned included Joan Bennett, Kateri Schmerler, Becky Isley, Joy Posey, Richard Quinnell and Marianne. (Secretary’s note: Fran held a planning meeting on November 8.)
- Vacancy on the GCC Board: No potential candidates were suggested.
New Business
- Holiday Decorating: 9:00AM Saturday, November 30. Community participation encouraged.
