Minutes: October 12, 2016
  
Call to Order
The meeting was called to order by President Steve Durupt at 10:05AM. Present: President Steve Durupt, Vice President Fran Reynolds, Herb Cook, Trish Warner, Carleton Posey, caretaker Andrew Watson. Absent: Secretary Carol Hansen Hills.
 
Public Comment / Recognition of Guests
Guests: Barbara Reavis, Hank Iszley.
Hank Iszley asked the Board to allow him to rent the GCC Readerboard during periods when no meeting announcements or other official notices are posted. Mr. Iszley proposes to post thought-provoking quotations—non-political and non-religious—from the New Dictionary of Thought. After discussion, the Board agreed to rent the Readerboard to Mr. Isazley at standard GCC rates, subject to review and approval of the posted quotations.
 
Approval of Minutes
Minutes of the previous Board meeting on September 1, 2016, were approved as submitted by Secretary Carol Hansen Hills.
 
Communications
GCC received notice that the Jefferson County Board of Commissioners on September 6, 2016, accepted the resignations from the GCC Board of Dennis Heckard, Barry Wood, Tim Hickey and Joyce Posey. Also on September 6, 2016, the County Commissioners reappointed Carleton Posey (through July 10, 2019) and appointed new GCC Board members Herb Cook (through May 7, 2019), Trish Warner (through May 7, 2019), and Cindy Peters (through September 6, 2019). Steve Durupt reported that Cindy Peters had submitted a letter of resignation from the Board, effective September 30, 2016.
Herb Cook agreed to ask Jefferson County officials about the feasibility of having all GCC Board members’ terms end on December 31, to facilitate an orderly and predictable recruitment and nomination process.
 
Facility Report
Caretaker Andrew Watson reported that renters had stained the downstairs carpet, which is old and beyond effective cleaning. Trish Warner suggested replacing the carpet with tile or linoleum. After discussion, Board members agreed to request that Jefferson County install and pay for new flooring or floor covering.
 
Landscape Committee
Trish Warner said she will schedule a fall clean-up. Board members and other residents are encouraged to participate.

 
Treasurer’s Report
Trish Warner reported she met with Tim Hickey and received GCC’s financial records.
Trish agreed to call PUD#1 of Jefferson County about replacing GCC’s 1” water feed pipe (monthly base rate $54) with a ¾” pipe (base rate $21.50).
Trish expressed her intent, as incoming Treasurer, to ask the Board to review and approve all financial transactions monthly.
On motion by Herb Cook, seconded by Steve Durupt, the Board unanimously approved Trish’s recommendation to close GCC’s savings account, which yields less than $1 in monthly interest, and maintain all GCC funds in the checking account.
On motion by Fran Reynolds, seconded by Steve Durupt, the Board unanimously approved GCC Financial Statements through September 30, 2016, as prepared by Tim Hickey.
 
Committee Reports
Vice President Fran Reynolds submitted a report on GCC usage from July 1 through September 30, 2016.
 
Resignation/Election of Officers
Steve Durupt submitted his resignation as President and expressed his intent to remain on the Board through the end of his current term in July, 2017. Herb Cook reported that Carol Hansen Hills had expressed her willingness to resign as Secretary and serve as President.
The Board unanimously elected the following Officers to serve until December 31, 2017:
            President:                    Carol Hansen Hills
            Vice President:           Fran Reynolds
            Treasurer:                    Trish Warner
            Secretary:                    Herb Cook
 
Board Member Nomination
Barbara Reavis, a registered nurse who regularly attends yoga classes at GCC, expressed interest in joining the Board. On motion by Fran Reynolds, seconded by Herb Cook, the Board voted unanimously to recommend Barbara for appointment by the Jefferson County Commissioners to fill the Board seat vacated by the resignation of Cindy Peters. Herb said he will forward the nomination to the County.
 
Operations Policies
The Board reviewed GCC Operations Policies, as revised by an ad hoc committee including Fran Reynolds, Herb Cook, Trish Warner and Caretaker Andrew Watson. After discussion and minor amendments, on motion by Trish Warner, seconded by Herb Cook, the Board unanimously approved the revised Policies.
 
Rental Rates and Policies
The Board discussed Fran Reynolds’ recommendations concerning GCC rental rates and policies for 2017. Fran expressed her intention to ask user groups which have been making voluntary contributions to GCC in lieu of paying rent to sign agreements specifying their financial commitments. The Board also discussed fees for renting the GCC Readerboard.

 
Board Meeting Dates and Times
Board members agreed to hold regular meetings at 10:00AM on the third Wednesday of each month. To accommodate schedule conflicts, however, the November meeting was set for 10:00AM on Monday, November 14.
 
There being no further business to come before the Board, the meeting was adjourned at 12:15PM.
