Minutes: December 11, 2019
Call to Order
The meeting was called to order by President Carol Hansen Hills at 10:05AM. Also present: Vice President Fran Reynolds, Treasurer Trish Warner, Secretary Herb Cook, directors Mark Nebel, Barbara Reavis and Gordon Anderson, caretaker Andrew Watson.
Public Comment / Recognition of Guests
Guests: Carleton Posey, Kateri Schmerler. Kateri outlined her plans for mingling/get-acquainted activities for adults and a scavenger hunt for kids at the GCC Holiday Potluck on December 15.
Approval of Minutes
Minutes of the previous Board meeting on November 20, 2019, were approved as corrected.
Communications
- Fran received an inquiry about snow removal from Celeste Bennett, bookmobile manager for the Jefferson County Library. The County advised Carol that GCC should be closed after heavy snow until the parking lot can be cleared. Mike Gatchet (Eagle Creek Tractor) is willing to plow when available.
- Julie Shannon, Jefferson County executive secretary, informed Herb that the County Commissioners would act on Gordon Anderson’s appointment and Barbara Reavis’s reappointment to the GCC Board on December 16.
Facility Reports
- Maintenance: Andrew Watson
- Rental & Scheduling: Fran Reynolds
- Four annual rental agreements remain outstanding.
- The exercise group may cancel in January 2020.
- Landscape: Trish Warner
- Trish and Mark continue to welcome landscape maintenance volunteers at 10 AM on the first Monday of each month.
- GCC compensated Mark $380 for maintenance work in 2019. Much of Mark’s time was volunteered at no charge.
- Trish recommends that GCC consider buying a blower to keep the area around the main entrance clear of pine needles.
Treasurer’s Report: Trish Warner
November receipts $3,060, expenditures $1,470. Cash balance at NOV 30 $17,174.
MSA (Fran/Herb): To approve the October Treasurer’s Report.
- 2020 Budget: Revised Budget, including a $100 increase in Jefferson County Grant Funding, projects $19,420 revenue, $20,727 expenditures, $1,307 operating deficit.
Public Relations Committee: Gordon Anderson
- Gordon distributed and Board Members discussed a list of ideas that may help promote additional rentals.
- Carol offered to ask Dave Kaldahl (Jefferson County facilities) about providing lighting for the GCC Readerboard.
Old Business
- Caretaker’s Independent Contractor Agreement for 2020: Board members reviewed revisions (recommended by an ad hoc committee chaired by Fran Reynolds) intended to simplify and consolidate the Caretaker’s duties and assure his independence in monitoring care of the facility. Jefferson County’s job specifications (Attachment A) remain unchanged. Annual compensation for 2020 shall be $13,800. MSA (Herb/Barb): To approve the Caretaker’s Independent Contractor Agreement for 2020.
- Holiday Potluck: Plans and assignments were reviewed. Carol and Gordon will welcome guests on behalf of the GCC Board.
- Donation Box: Board members agreed the box, constructed and donated to GCC by Mark, will not be mounted or locked and will need to be secured when not in use.
New Business
- Readerboard Messages: Posting messages is no longer included in the Caretaker’s duties. That job will be shared on a volunteer basis by Andrew, Carol and Fran.
